English Councils Intend to Sell Off Social Clubs and Sports Centres to Balance Books

According to a latest study of local authorities, English councils are planning to sell social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils for second-tier cities in the UK reported that 60% of councils are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of public land and land to support their finances, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group said that a significant number of authorities attempting to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would focus on restructuring services and utilising financial reserves to weather growing financial challenges.”

Specific Cases of Proposed Disposals

One local authority in southeast England announced its asset disposal plan included the sale of a retail complex in Rainham and a social club in another town to generate £20m over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the plan.

Local Levy Increases and Wider Fiscal Pressures

The survey of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of councils will have to increase local levies next spring to address the growing cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but certain measures require time to deliver both better provisions and financial savings,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

Research of regional authorities recently further found council budgets being stretched by the increasing figures of children and adults needing Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have put off scheduled changes to the Send system until next year after a policy document setting out those reforms was recently delayed.

Deprivation and Financial Gaps

According to the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“Although only one key city is in the top 10 for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of the nation. The data highlights the scale of challenges facing local leaders across major urban centers in the coming year,” the report concluded.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and need,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of councils have cut or compromised care services in the past 12 months, the survey found.
